S. Africa: Companies and bank named in the Renewable Energy Independent Power Producer Procurement Programme’s (REIPPP) widespread allegations of breaches and abuses; incl. Co responses and non responses

The R4.7 billion Virgina Solar Park in the Free State, one of the projects awarded under the Renewable Energy Independent Power Producer Procurement Programme (REIPPP) is at the centre of the controversy. The 275MWp solar photovoltaic facility, locate near Virginia approximately 140 km northeast of Bloemfontein, is currently under investigation for what has been described as a cascade of alleged regulatory and criminal violations by News24. Despite the seriousness of the claims, construction is reportedly continuing as pace, with commercial operation still targeted for July. The project has become the focus of investigations linked to alleged BEE fronting, fraudulent permitting practices and the employment of foreign workers without valid documentation. Industry sources claim that some of the violations could warrant a temporary shutdown, yet there has been no visible enforcement action to halt construction. Contractors involved have denied wrongdoing, maintaining that operations are fully compliance with South African law.

The Business and Human Rights Centre wrote to Reatile Group, Red Rocket Energy, Rand Merchant Bank, Green Whistle, and PowerChina to respond to the report. Red Rocket responded.
