Russia adopted legislation requiring foreign tech companies to open a physical office in the country. However, the Telegram messaging app has not complied with this obligation for the past three years. Recently, various media outlets have suggested that Telegram is in the process of establishing a representative office in Russia

Business and Human Rights Resource Centre invited Telegram to respond. The company did not reply.
