Indonesia: NGOs and communities call for comprehensive review of Pomalaa Industrial Park over environmental and human rights concerns, incl. cos comment and non-responses

Construction underway in the IPIP concession area.

In January 2026, NGO Satya Bumi released a report titled "Behind the Green Promises of Pomalaa Industrial Park", outlining findings of environmental and human rights risks linked to the development of the Indonesia Pomalaa Industrial Park (IPIP), and its processing plant, PT. Kolaka Nickel Indonesia (KNI), designated as a hub under the National Strategic Project. The report was produced in collaboration with Puspaham (Center for Human Rights Studies and Advocacy) and affected communities in Hakatutobu, Oko-oko, Pesouha, and Sopura villages.

The findings indicate that land clearing and industrial development associated with IPIP-KNI (PT Kolaka Nickel Indonesia) have affected the Oko-oko and Mekongga watersheds, which are located near residential areas and serve as key water sources for daily use and irrigation. Community members reported that rice fields were contaminated following land conversion and construction activities linked to the project.

The report also highlights concerns about environmental degradation, pressure on local livelihoods, and the absence of meaningful consultation in land acquisition processes. Communities reported being confronted with limited choices between relinquishing land or remaining in areas increasingly affected by industrial expansion.
The groups behind the report call on the Indonesian government to conduct and publish a comprehensive evaluation of the Pomalaa project and its National Strategic Project status. They also urge companies and investors linked to the industrial park to address environmental damages, human rights risks, and suspend financing until all obligations are met.

In March 2026, Business & Human Rights Centre invited Rimau Group and Zhejiang Huayou Cobalt to respond to the allegations. While Zhejiang Huayou Cobalt Co. did not respond, Rimau Group could not be contacted. If the companies wish to provide a response in the future, this page will be updated accordingly.
