Brazil: FUNAI requests suspension of TikTok data centre licence over lack of Indigenous Consultation
“FUNAI requests suspension of TikTok data centre licence over lack of Indigenous Consultation”, 30 December 2025.
“Fundação Nacional dos Povos Indígenas” (FUNAI, National Indigenous Peoples Foundation) has requested that the “Superintendência Estadual do Meio Ambiente do Ceará” (Semace, Ceará State Environmental Superintendency) suspend the installation licence for the data centre that will host TikTok operations in the municipality of Caucaia
The construction of the data centre is under the responsibility of Omnia, a division of the investment firm Patria Investimentos focused on data processing complexes. The project was facilitated by Casa dos Ventos, one of the country’s largest renewable energy generators.
The request is based on the lack of prior consultation with the indigenous communities in the region…
In a statement, the companies responsible for the data centre said that the environmental licensing process is being conducted “in strict compliance with current environmental legislation” and “fully in line with Semace’s requirements”.
According to the companies, the project already holds a valid installation licence and was “designed from the outset with a focus on sustainability, energy efficiency, and environmental responsibility”. Semace opted for a “Relatório Ambiental Simplificado” (RAS, Simplified Environmental Report) rather than more in-depth studies, arguing that there is no specific regulatory category for data processing complexes…
The agency also ruled out the need for a “Estudo de Impacto de Vizinhança” (EIV, Neighbourhood Impact Study)...
