Russia: Criminal case opened over wage arrears at Zemtek Open Pit Mining Udokan company

In Zabaykalsky Krai, a criminal case initiated following prosecutor’s inspection into non-payment of wages at a mining company, 16 December 2025
The Prosecutor’s Office of Zabaykalsky Krai conducted an inspection of compliance with labor legislation at LLC “Zemtek OGR Udokan,” a mining company engaged in mineral extraction.
It was established that from April to October 2025, the company accumulated wage arrears totaling approximately 11.5 million rubles owed to at least 34 employees.
The прокуратура forwarded the inspection materials to investigative authorities in accordance with Article 37 of the Criminal Procedure Code of the Russian Federation to consider criminal prosecution. Based on these materials, a criminal case was initiated under Part 2 of Article 145 of the Criminal Code of the Russian Federation (full non-payment of wages and other statutory payments for more than two months, committed out of personal or financial interest by the head of the organization).
The progress and outcome of the criminal investigation are under prosecutorial supervision.
Earlier, the prosecutor’s office issued a submission to the company’s management requiring устранение нарушений and filed lawsuits in court to recover the owed wages in favor of the employees.
