… As a general point of clarification, please note that TotalEnergies is party to two separate but interconnected projects in Uganda and Tanzania:

- Tilenga, an oil production project, located in Uganda, operated by TotalEnergies EP Uganda (TEPU). This project is a contractual joint venture between UNOC, TEPU and CNOOC.

- The EACOP project (operated by EACOP Ltd, a company whose shareholders are TotalEnergies, UNOC, TPDC and CNOOC). Its purpose is to transport the oil produced by Tilenga to the port of Tanga on the Indian Ocean coast in Tanzania by constructing a fully buried pipeline.

Independence of the Land & People assessment

At the end of February 2026, over 99% of compensation agreements have been signed and paid for the Tilenga project. As stated in the Land & People report, the grievance register reflects an overall closure rate of 99.9%. The project strives not only to restore affected livelihoods but endeavors to improve them where possible through livelihood restoration support and training. The project pursues efforts to promote local employment, inclusion and community development. We would like to reiterate the following clarifications regarding the erroneous figures mentioned in the allegations concerning the number of resettled PAPs:

- As mentioned above, 4,954 corresponds to the number of PAPs affected by the “Resettlement Action Plans” (RAPs) 2–5 (perimeter assessed by Land and People Planning) of the Tilenga project.

- The total number of PAPs affected by the Tilenga project is 5,576 (including RAP 1); and

- The total number of PAPs affected by the EACOP project is 13,686 (figure updated as of February 28, 2026).

- Out of the 19,262 affected households (Tilenga + EACOP), 767 households (around 5,000 people) reside on the affected land, are physically displaced and relocated on better conditions.

“Eviction” of PAPs

… Regarding the references in the publication to “the eviction of 42 families” (corresponding to 32 land parcels) in the Buliisa district, the land acquisition process is carried out on behalf of the Ugandan and Tanzanian governments in close collaboration with specialized partners and local stakeholders. It is done in accordance with national laws, the UN Guiding Principles on Business and Human Rights, and IFC Performance Standards 5 and 8.

In accordance with Ugandan law, TotalEnergies EP Uganda (TEPU) applies compensation rates approved by the Chief Government Valuer (CGV) and District Land Boards (DLBs). Rates for landed properties and permanent buildings are determined on the basis of market analyses conducted by an accredited appraiser and approved by the CGV.
