North America: Amnesty report warns of human rights risks linked to FIFA 2026 World Cup, incl. restrictions to freedom of expression, discrimination and arbitrary detention, incl. co. response

In late March 2026, a report by Amnesty International highlighted the human rights risks linked to the FIFA World Cup 2026, including restrictions to freedom of expression, discrimination to LGBTQI+ people and arbitrary detention.

The BHRC reached out to FIFA to request them to share the measures they have taken to prevent these human rights risks. FIFA shared that it implements a comprehensive human rights due diligence process which identifies, prevents, mitigates and accounts for potential adverse impacts directly linked to its operations and business relationships.

For the FIFA World Cup 2026™, this approach is being operationalised through a structured Human Rights Framework, supported by ongoing risk assessments, stakeholder engagement. It ensured that within FIFA-controlled sites and operations, measures are in place to ensure that event regulations and security protocols are applied in a proportionate and non-discriminatory manner.

FIFA also shared that an updated Human Rights Activity Update for the FIFA World Cup 2026™ is currently in preparation and will be made publicly available in due course. The response can be read in full below.
