Russia: Operations suspended for 30 days at mines and plant operated by Lebedinsky Mining & Processing Plant JSC over industrial safety violations

Upper Don Department of Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) suspended operation of technical equipment and mine workings at Lebedinsky Mining & Processing Plant JSC, 28 January 2025
The Upper Don Department of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) conducted an unscheduled on-site inspection, at the request of the Belgorod Prosecutor’s Office, of hazardous production facilities (Class II and III) operated by Lebedinsky Mining & Processing Plant JSC.
It was established that the technical equipment was being operated with serious violations, including:
- absence of a positive industrial safety expert review (ESE) conclusion;
- malfunctioning fire extinguishing system;
- wear of the wheelset;
- absence of guards on the working and return sides of the belt conveyor.
During the operation of the mine workings, the following violations were identified:
- no unobstructed passage on the pedestrian walkway;
- railway track covered with rock mass and waterlogged;
- missing rail section at a joint (100 mm gap).
For the violations committed, administrative suspension of operations was imposed on 7 technical units and 2 underground mine workings for a period of 30 days.
