Upper Don Department of Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) suspended operation of technical equipment and mine workings at Lebedinsky Mining & Processing Plant JSC, 28 January 2025

The Upper Don Department of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) conducted an unscheduled on-site inspection, at the request of the Belgorod Prosecutor’s Office, of hazardous production facilities (Class II and III) operated by Lebedinsky Mining & Processing Plant JSC.

It was established that the technical equipment was being operated with serious violations, including:

• absence of a positive industrial safety expert review (ESE) conclusion;
  
• malfunctioning fire extinguishing system;
  
• wear of the wheelset;
  
• absence of guards on the working and return sides of the belt conveyor.
  

During the operation of the mine workings, the following violations were identified:

• no unobstructed passage on the pedestrian walkway;
  
• railway track covered with rock mass and waterlogged;
  
• missing rail section at a joint (100 mm gap).
  

For the violations committed, administrative suspension of operations was imposed on 7 technical units and 2 underground mine workings for a period of 30 days.
